Building on the foundations laid by the 2022 Transition Pathway for Tourism and the Council conclusions on an EU Agenda for Tourism 2030, the European Commission is currently working towards the development of a comprehensive EU Sustainable Tourism Strategy, scheduled for release in early 2026.
The forthcoming Strategy aims to ensure that tourism in Europe remains competitive, sustainable, and inclusive, addressing the expectations of citizens, businesses, and regions alike. As part of this process, the Commission has launched a targeted consultation via EU Survey, inviting stakeholders, authorities, civil society organisations, and businesses to provide feedback over a 12-week period, open until 15 August 2025. A more concise, open public consultation will follow shortly thereafter.
This targeted consultation offers an important opportunity to highlight key priorities and emerging challenges that may not have been fully covered in the Transition Pathway or the EU Agenda for Tourism 2030. Respondents are not required to complete the full questionnaire and may choose to focus on areas aligned with their specific expertise.
The consultation is a central component of the Commission’s efforts to develop a smart, sustainable, and resilient tourism model that benefits citizens, communities, and enterprises. The future Strategy will seek to address critical issues such as overcrowding in tourist hotspots, environmental sustainability, shortages in digital and green skills, and the need for stronger crisis resilience. In addition, it will promote cross-border mobility and seamless connectivity, while positioning Europe as a high-quality, globally competitive tourism destination.
The European Commission encourages all relevant actors to participate in the consultation and disseminate the survey through their networks to broaden input and representation. Contributions will play a crucial role in shaping strategic priorities that reflect the ambitions and needs of Europe’s dynamic tourism sector.
